Union, EPL clash over working conditions, possible library-city separation at heated meeting

Evanston Public Library employees plan to take their concerns about working conditions and a potential split off from other city operations to the mayor and city council, the head of the union told Library Board members in a heated public comment session at Wednesday’s meeting.

“We call on Mayor Biss to hold the Library Board accountable, remove its current leadership and build a board that will provide true oversight of the library director,” said Eileen O’Neil, president of AFSCME Local 1891, leading off public comment at the meeting.

O’Neil told Library Board Trustees that the union — the American Federation of State, County and Municipal Employees — intends to call on the council to hold off action on the 2026 fiscal year budget until the Library Board removes its request for its own Human Resources manager position. Currently, the budget is scheduled to be voted on Monday.
